Connecting to certain apps

I am having a problem trying to connect to certain apps on my iPhone it keeps coming up can’t connect to server but if I use my mobile data it connects can you help and I am a novice so need it to be explained to me simply

    Login to your VM Online Account and make sure Parental Controls are Disabled.

    Parental Controls when enabled can block access for Sky Q / Conference calls / Social Media / VPNs / Lottery etc etc ...
