Annoying Hub 4 Noise

I received a Hub 4 yesterday to replace my existing Superhub 2. Everything is working fine, except the fan is constantly on, and has an annoying purring sound. Is it supposed to sound like this, or have I got a duff unit?

I've read through other posts with similar problems, and tried the suggestions I can find. Compressed air, switching off to cool down, even turning off the ring light. I've even tried lifting the device to increase airflow and reduce vibration. The device is set to router mode, with Wi-Fi disabled as I use a third party mesh system.

The room is currently 22C, so not excessively hot. The unit is near an open window, and even when the temperature dropped over night to mid-teens, the fan was still going full whack. 

Is it supposed to be like this? If not how do I go about rectifying the issue?

    The Hub 4 is the only Hub to have a fan.  Normally it should be off AFAIK.  It could well be a build up of dust on the heat sink, reducing the efficiency and causing the fan to operate at all times?
