Volt Speed Boost Not Applied

I activated Voot over a year ago and got double data from o2 almost instantly, my broadband speed has never been increased. I recently changed my package with virgin but it still hasn’t increased.

Whenever I try and speak to someone on the online chat they tell me they can’t help. Can anyone here investigate ?
