Web browsers use modern HTML5 players that can easily add features like variable speed. However iPlayer runs on a wide variety of STBs, streaming devices and TVs, and therefore various platforms, so BBC is not incentivised to invest a considerable amount of time - and therefore money - to develop its app on all the platforms on a feature which isn't that important.

You can ask, but don’t expect the response to be that good. Horizon V360 is VMs parent companies firmware & is for the most part standardised across all their European operations. Outside of the UK/Eire they use cloud recording (which may or may not have this facility). We have to use storage compatible with the current carriage agreements, which means a hard disk in your property which is actually controlled by a server at VMs local headend.
Hard disk use is on the way out now (new customers are getting Stream boxes by default due to upcoming network upgrades that don’t support 360 boxes). It is likely with the attitude of most UK broadcasters wanting to force you to watch adverts that recording will be replaced with catch-up apps. Stream has live rewind on some of the sports channels now, but that is likely the only exception.
