Landline not working

When people are ringing my landline they have had the engaged tone for over 24 hours. I have no dial tone when I try to ring out just sounds like someone is on the line with a bit of cracking noise on and off. I have followed every step of the landline guides and it made no difference. I am unable to book an engineer online and I am getting increasingly frustrated as every page on help sends you around in circles. Please help me!
