Unfinished installation left dangerously

Myself and my neighbour had virgin installed to our properties. The installers have left a large metal plate at the bottom of the steps leading to our row of houses. Two of our neighbours that use these steps are elderly and I am worried they may slip. It’s been about 6 months since the installation and it is still not been filled in. It was reported when the engineer came to the house to complete my installation but nothing has been done. Can anyone suggest how this can be fixed?

    Get someone to trip over it, and get the lawyers on it. They'll sort it soon then.

This work should have been completed as soon as you were installed.     That looks very like a manhole cover, since it appears to be sitting on a concrete frame.
