External fibre optic cable extension

I'm having a driveway done, the contractor told me to call Virgin and get them to come out and extend the cable  to give it more slack. Other people have done it with no issue. Obviously concerned they may cut through etc. Called Virgin and told they can't touch the external cable. It's the cable they put in , surely they can do it !! ??  

If it got damaged would they not come and repair it anyway. Doesn't make sense to me.Any virgin engineers on here That can advise ?

    offshore was it - agent has not a clue so they make up what they want - ring back and hopefully you will get someone who has some idea - that said they are likely to just send a tech who [actually] cannot do what you want - it needs passing back to the external sub contractors and that might exercise their few brain cells again - but try - you can wait here for VM - that takes a few days usually and they should be able to sort it - i think it will cost you £25
