Damage to external fibre repair cost

Hi all, the fibre from the street to my property was only buried about 2 inches deep, I know it should be 10" so if it gets damaged do I get charged and if so how much?

    You should not get charged.

    I doubt the fibre that runs under our lawn is much more than a 2" deep.
    Put it this way,  I shall not be using a lawn spiking machine.
