Dangerous external cable

The external cable that connects our property to the street is dangerously exposed at the point it meets the pavement. It's a trip hazard for pedestrians and in danger of being severed. The last time we had an engineer out I told him about it and he said he would log it, but nothing ever happened. How can I go about getting this made safer?
