Won’t fix and won’t give me discount

I’ve had three engineers come out to my property to fix a cable sticking out the ground over last 18 months. Nothing has been fixed so I’ve rang up to cancel or asked for a discount and no one seems to give me the answer and just keep sending engineering teams back out Someone please cancel my contract
