Unable to switch to Ebilling

I have noticed an additional charge on my bill regarding a “paper charge bill” - I want to swap to Ebilling however I do not have the option on my account.

I have used the links provided in previous forum posts but I still do not have the option - is someone able to reach out to me for assistance please?
