Hello Hesta,
Thanks for your post.
Sorry to hear about the difficulty trying to set up ebilling.I'm guessing you've tried through your online account following the steps below?
• Click on the Settings tile.
• Click on Account Details.
• Scroll to Communication Preference and click Edit.
• Select "eBills, email, text" from the dropdown menu.
• Click Update.
