Pre contract problems

I have just spent 3 hours on live chat today constantly being cut off and when I eventually get through to an agent and agree on a price of £23.00 a month and receive a pre contract confirmation of this offer.

Why then do I get a an ALL SORTED email form them that now says my new contract is £30.92  that’s higher than what was agreed on. 
after looking through this forum I can see I am not the only one this has happens to recently. 

can someone from VM please explain why you have decided to increase the agreed upon  price?
