Unable to start a discussion

I went on to the TV, V6 thread to ask a question. The "Start a Discussion" button is visible until I log in and then disappears. Tried both Edge and Chrome. 

Have looked at all other subsections and am unable to post in any of them except for this off topic section.

Is there some way to fix this?
