Virgin states that I can download on to the cloud. Do I pay for this or can I download to Google Drive where I have an account ?

Also can I watch them anywhere in the world as stated ?

I presume you're referring to remote/cloud-based recording.

Where does Virgin state this?

If VM were to allow cloud recordings it would only be to the cloud from a 360 or Flex box. You won't pay more for this.
