Does any Virgin areas recieve an additional BBC and ITV region.
Going back years ago when we first got cable we used to get an additional ITV region. But since digital we dont my parents live close to the local headend and they through their freeview recieve Anglia and Meridian Thames Valley, so surely the headend would as well?

You will find an additional ITV region on channel 303 (although it's the +1 version)
All customers receive the national BBC region BBC channels on 861 to 865.
Depening upon which headend area you are in then local variants might be found on channels 858, 870 and 871
You should be able to find local news programs on the BBC iPlayer and ITVX apps, however they are only available for a short time, probably less than 24 hours.

You are referring to what used to happen in the days of analogue TV - practically a lifetime ago. In those days there was less regulatory oversight over the specific content of multiple cable TV companies (who weren't regarded as especially important), but in today's centralised and widespread broadcasting OFCOM is able to require ITV to deliver its regional news and programming relevant to specific areas. So, each regional headend can only broadcast BBC and ITV news for its catchment area.
