Stream without VM Broadband

Are there any plans for Stream to be made available without VM Broadband? I don’t live in a VM area and have had a nightmare with the Sky Stream Puck. Would sign up in a heartbeat. 

Wrong email contact address

New stream package stuck on pending

Tried to add the essential entertainment package to my stream box a month ago and since then it's stuck on pending whenever I contact virgin about it I get told it will be on in 24 hours
