Web safe issues

I'm having an issue with Web Safe. Both virus and child settings are showing off but certain web sites are being blocked. If I try to toggle the button I get the message "Sorry the changes you made were not saved, please try again".

This is happening on my desktop PC and mobile.

I've rebooted my router, no change.
