There is a Virgin Media cable exposed at the bottom of our shared driveway. I'm not sure if this serving my house (We're a Virgin Media customer) or our neighbours.
Can you advise who I contact in order to get this cable dug in to it's proper depth to avoid an outage?

A VM Mod will pick this up in a couple of days and discuss directly with you. However, the correct depth IMHO is however deep the contractor sticks his spade, as it is in my garden ..... It would be 10 minutes work to do the same and save a lot of hassle?

I'd agree if it was in my garden but it's in a shared driveway so it should be buried a lot deeper than a spade's depth.
It's really for VM to sort as it's their poor workmanship and control of contractors which has led to this.

I 100% agree, but just passing on my own experience. The two burly contractors who did mine must have thought 100mm would be enough. They just wigged the spade in a bit and that was that. I don't really mind as the cable is entirely under grass, so I'll never be digging near it.
For your interest, Openreach laid a plastic covered metal conduit about 400mm deep, and pulled their fibre cable through that. Quite the difference really .... 😉
