Construction complaint

Hello

The path outside my home has just been dug up and all along the side of my home. The mess is shocking with temporary fences just left everywhere and pushed up at the side of my wall, and absolutely no notice given whatsoever. Books fell from the shelves as they drilled into the path just inches from my wall. The noise is shocking. I want to make a formal complaint and would like a reply urgently.
