Cables into building safety hazard

I am the freeholder of a block of flats and we need to tidy up the big mess of cables entering the building because they are a safety hazard. There is no box enclosing the cables as well. I am not an account holder at the address.

How do I get this done?

    So sorry to hear that there are cables not safely put away, are you able to provide any images of the cables?
