I’m having slow download speed only on my pc every other device in my household is fine and gets up to 500+Mbps while on my pc with Ethernet I’m only getting 90Mbps also using WiFi only goes up to 30Mbps.
Ive tested the my Ethernet cable on my Xbox and it’s working fine on there. I have download the latest network drivers and restarted my network on my pc but nothing has changed.
I’d like to mention about 20% of the time it work fine and I get full speed but it is rare.

The NIC is downgrading to 10/100 for some reason? What make and model is the PC and NIC? Is the ethernet cable at least a Cat 5e or Cat 6 ?

Yeah my Ethernet is rated cat 6 and my network card is a TP-Link AC1200.
These are my pc specs
CPU: Ryzen 7 5800X
GPU: Rtx 3060 12gb
RAM: 32gb
Mobo: Gigabyte B550M DS3H

You might try a different NIC on the PC, a USB 3 to Gigabit adaptor is inexpensive & really handy for testing purposes.
Wi-Fi only goes up to 30Mbps : Suspect Wi-Fi via 2.4GHz band, is distance too far for 5GHz, or a split SSID preventing access to the 5GHz band.

I'll order a adapter and test it, but the thing is sometimes I do get full speed and whenever I do it’s both Ethernet and WiFi running at full speed it’s never one or the other same is happening when I’m not getting full speed it’s like my speeds are capped

We have a couple of these HP adaptors - they are plug & play no drivers required.

Thanks for your post and welcome back to our community.
From here its hard to diagnose any issue with the PC being a 3rd party product.
You've mentioned all other devices are working fine over wired and wireless connections.
The PC has been tested in safe mode which would eliminate the possibility of Virus software affecting the speed.
Have you looked at the HP adaptors that @Client62 advised?
