Noisy rocking Manhole cover

I need help with a noisy manhole cover located just outside our property on Whightman Road (n8 0hh).

The manhole cover makes a loud metal clanking noise every time a vehicle drives over it, which happens frequently due to the road's busy nature. It's even worse when heavy vehicles like trucks or buses pass, causing the manhole to rock. 

The constant noise, particularly at night, is extremely disruptive and affects our sleep. I've already complained to the council but they said it's VM's responsibility to fix it. Can you let me know how this can be fixed please?

I have quite some doubt that it belongs to VM as the ducts are underneath the pavements. Can you take another photo so we can see clearly if it has a CATV marking on it.
