In account settings there is the option to change the account password and also generate a password for e-mail access via 3rd party apps.
Trying to use either of these successfully completes the verification code validation, but then returns me back to https://www.virginmedia.com/my-virgin-media/home.

Sorry to see you're having issues with resetting the passwords. This certainly is an odd one. Just to confirm, is this the same on all browsers and devices? Have you been able to try this on private browsing mode?
