Are calls to 0300 NHS numbers free on talk packages?

03 numbers are 'inclusive' in VM phone packages, rather than 'free'.

You can phone an 03 number, during the time period for inclusive calls for your particular phone package, and you won't be charged.

There is a maximum 60 minute limit on an individual call though after which charging starts. Hang up and redial before 60 mins to avoid being charged.
