Latency spikes and packet loss

I constantly get random latency spikes, as well as a fairly steady packet loss, see the below graph, basically consistent every day. Download speed and upload speed both fine. Engineer called out on Friday, basically useless, waited around all day for him to tell me what I already knew. I see other people on the forum have similar issues to myself. Can I get someone to actually fix the issue?
