Emails to outlook.com rejected

Any emails I send to an outlook.com address are rejected with the following message.  The quoted IP address is NOT my broadband connection. I phoned support but after some delay and checking they gave a vague assurance that they were aware of email problems and it may be resolved by Mon 23 Sep at 16:00. I cannot see either my or the listed IP address and any spam blacklists.  Has anyone got any advice or explanation for this issue?

    I have just sent a test message which has gone through and has not been rejected.

    It's the lack of information and acknowledgement that there was an issue that was the problem.
