Consider opening a Command Shell in Windows or Terminal app elsewhere and executing the following curl command:
curl -v smtps://smtp.virginmedia.com
Does it successfully connect to the SMTP server? For example, a successfully connection ends with:
< 214-2.0.0 This is csmtp4-prd-nl1-vmo.edge.unified.services ESMTP service help
214-2.0.0 This is csmtp4-prd-nl1-vmo.edge.unified.services ESMTP service help

It worked later on in the day so I guess it was their server.
