Blacklisted IP range 82.8.0.0/14 - can't use SMTP

According to Spamhaus, the entire 82.8.0.0/14 range is blacklisted:

82.8.0.0/14 is listed on the Policy Block List (PBL)
Outbound Email policy of The Spamhaus Project for this IP range

This IP address range has been identified by Spamhaus as not meeting our policy for IP addresses permitted to deliver unauthenticated 'direct-to-mx' email to PBL users.

Because of this, I haven't been able to connect to my ntlworld.com mail account (using an app password) on my PC or my phone while connected to my home wi-fi since yesterday morning. Both work fine if I connect to mobile data instead (because my devices get different IP addresses then).

Presumably this is affecting a lot of Virgin Media Hubs. Can anything be done to fix it?

Does unauthenticated 'direct-to-mx' imply an attempt to send via SMTP Port 25 or without Encryption or without Credentials will not be permitted ?

Using our VM connection, MS Outlook & mobile email apps are authenticating
and sending emails via SMTP port 465 / SSL and via multiple ISP's SMTP servers.
