Why can one device connect at high speed, while the others are slow?

We have 2 iphones and 3 tablets that are connected to Hub 3 wifi.  I know that having several devices connected can slow the wifi speed, and also that if the devices are inactive that slowing will not be by a large amount.  Last night I tested all five devices with Ookla's speed test.  Sam knows showed the router with a download speed of 137 Mb/s.  Both iphones and 2 tablets showed download speeds of around 15 - 20.  The 3rd tablet showed download of 138.  All devices were then powered off, restarted and tested again one at a time, then turned off.  Down load speeds were around 20, except for the same tablet that this time registered  106.  Router was then switched off, left, then restarted.  This time testing showed an improvement, though with more individual variation - download speeds from 66 to 95.  Except for the previously fast tablet which now registered download of 27.

If anyone can suggest a reason for this behaviour I would really like it explained.

    What does the Samknows Realspeed test show, please post the results.  What are the models and Wifi spec of the mobile devices?  Note VM only guarantee a Wifi speed of 30Mb irrespective of the speed teir.

    At a first guess I'd say that some devices are connecting on the 5GHz band, and others on 2.4Ghz which allows less bandwidth. As a test try disabling 2.4Ghz to force them all to 5GHz.
