I assume you are in a HFC / DOCSIS area?
You could, pontentially, be in an oversubscribed area.

Yes this could be an issue. Though I know another VM broadband user who lives nearby and he does not have the same latency problem.

I put my router into Modem Mode (after making a call to Virgin Tech Support to have them do this and switch me from IPv6 to IPv4). The latency spikes have disappeared. I am using UniFi Cloud Gateway and APs to manage the network now and it's a much better experience.
