The PQ seems fine to me, but are you viewing an old programme whose source material is potentially being shown up by current standards?
Can you post a picture of the PQ that you think is poor?
It's a live football game.
I’m exactly the same and it’s always when the football is on. It’s really shocking and I have virgin 360 and a modern tv with no other issues.
It's when the football is on for me too. I started watching Dunfermline v Dundee utd and had to switch over, couldn't watch it.
The picture quality was terrible as though watching a dodgy stream. Switched over to the iplayer app on my TV and the picture was perfect.
I’m having exactly the same issues as you, always live football, unwatchable. I have contacted VM by phone and was assured it would be fixed within 48 hours, which it wasn’t. Have been getting nowhere with them for weeks.
This is a problem for every live match on BBC Scotland. It's only a problem on Virgin Media - Sky and iPlayer are fine. Last night's match was the worst so far. Was pretty much unwatchable.

I play the game of trying to spot the pixel, some programmes are so bad its just a bunch of squares moving around the screen
Was watching Sportscene on bbc catch up this morning and the picture was normal. Sportscene, 19.30 last night was horrendous to watch.
