Are HMDI-Scart adaptors approved?
As my Samsung TV doesn't provide for HDML connection, will a non VM-sourced Scart adaptor be approved?

VM does not approve any equipment other than their own. It’s just ‘suck it and see’.
Might be time to update your TV if it's not got an HDMI connector.
4K TVs are not that expensive but then that depends on your budget for everything else.
I saw some Sharp UHD TVs yesterday at my local Tesco which were on sale for under £300.
