Landline down

Both analogue phones cannot make or receive calls. No dial tone, and when dialled from a mobile, I hear one ring before the call terminates. I called the fault in, and was told that there was no problem in the area. Instead of offering to send an engineer to look at the fault, I was told I would be sent an IP phone. Not happy, with this, I agreed initially just to get the ball rolling. I was then transferred to someone else, who performed a check, and told me that there actually is a fault at the exchange, which should be fixed in 24 hours. I was given a number to check the service status in my area. Calling it about an hour later, I was told that there were no faults in my area. Both phones still do not work. Where do I proceed from here? VM's website is nigh on useless.
