Home telephone of vunerable person not working

I have visited a relative this morning only to find her telephone landline not working. It could have possibly been because of an outstanding amount on her account however I have been and paid this over 2 hours ago and landline still not working.  I have spent over 3 hours on automated calls with no help. I need to speak to a human being as this relative is vunerable.

    I have sent information requested however did not have address number I have now got it, it is 19. I don't seem to be able to add it to email sent
