Yes happened to me many years when a phone line was mandatory. In the end I had to cancel the line to get it sorted. 

Phantom call charges get regular mentions on here. Often caused by a fault such as a crossed line.

How do you connect your VM landline - via the TEL1 socket on the back of the VM hub or via a conventional telephone wall socket?

Have you tested the line to see if you can call in/out (borrow a phone if poss from a friend, family member, neighbour etc.)? This will identify if the line is working normally or not before you try to engage with VM
