Slow connection to internet

Recently I am experiencing issues when connecting to the internet. For example if I try to connect to the BBC web site the connection freezes and then suddenly connects and runs as expected. I can see the effect if I run a ping when I am seeing this issue. This is the same both on wifi connected devices and on Ethernet connected. 
I reported this issue three times and they sent out an engineer.  Or explanation or fix. Any ideas or similar experience. 
Speed checks are fine when running correctly

  • An engineer attended today and has arranged for the cable servicing my house to be replaced. It was jointed a number of years ago and this is probably where the problem stems from. This will take a week to fix.

  • This has still not been fixed and the latest date for having the access cable replaced is into May. I was told on Thursday that I would be contacted within 72 hours with a new earlier date. No call. I am less than impressed and have raised a complaint
