Unburied wire?

New broadband wore outside runs along my flower bed to box at end of drive. They said someone would come and sort it. No communication about it from them at all. 2 long on hold phone calls one engineer who said someone else area and many twitter messages and still no sorted. Anyone else had this? They said foxes might eat it.
