It does seem a little bit inconsiderate to put the cabinet at that location and at that distance from the wall - how wide is the footpath now that cabinet has been installed? I think the magic number before this becomes an accessibility concern is 1200mm.
I would pursue this with the council and your local councillors rather than trying to get VM to care. It looks like it could have been sited right next to the existing cabinet with a little bit of rearrangement of where your VM box terminates. VM should also invest in alternative cabinet designs where footpaths are narrow rather than installing a standard unit everywhere.
