How and from whom from VM may I recive the permission to pass and repass over with my car to get the access to my driveway ? Council will make dropped kerb and car will driving over manhole woithout even touching it with wheels, as the asset is beetween tyres.

If your car is not going to touch the CCTV hatch why do you need any permissions ?
From memory of some similar past topics, it has often been the council who has flagged up a 'problem' when VM infrastructure has been in the work area.
Virginmedia may insist on installing a stronger cover and support frame that will support the weight of a vehicle, rather than rely on exactly where wheels may or may not run.
