Internal Wall Socket Insulator TV/Modem

Ive recently just started renting a property and there is zone of these sockets in one of the upstairs rooms, as far as I can tell its an internal wall socket for Modem/TV but I have already plugged the modem in downstairs in a similar socket. I was wondering if there is anyway I can use this or what it is used for? I am using a powerline adapter at the minute but its poor. I was wondering if I can somehow ethernet to this thing?

    Thank you so much for your post and welcome to the community forums, it's great to have you here. 

    It sounds as though this would be a connection specifically for a Hub or phone line. You can only connect the Ethernet to the Hub not directly to the wall. Can you share on image of the outlet?
