Internal Wall Socket Insulator TV/Modem

Ive recently just started renting a property and there is zone of these sockets in one of the upstairs rooms, as far as I can tell its an internal wall socket for Modem/TV but I have already plugged the modem in downstairs in a similar socket. I was wondering if there is anyway I can use this or what it is used for? I am using a powerline adapter at the minute but its poor. I was wondering if I can somehow ethernet to this thing?

    As Tudor has requested, in order to be able to advise further we would need to see some images of the sockets themselves, if you can post them here we will be better placed to advise going forward 😊
