Establish the correct addresses as per the PAF by using Royal Mail's postcode finder.
https://www.royalmail.com/find-a-postcodeVM needs to have the identical addresses, too.

Both addresses (main house and basement) show up with virgin media broadband postcode checker (both addresses are identical to the royal mail postcode checker), however virgin showing 1Gb available for the basement and no fibre options for upstairs.

- That is a legacy connection, so is not full fibre. What is under there is a load of copper coaxial cables that provide "fibre" speeds (HFC network).
- A lot of VMs records are old, and if the house was not split in the 1990s when the cable network was built, it will not be added the postcode checker (only new network builds are added automatically). You will need a spotter visit to establish if the property is serviceable & then it will be added to the database.
- Be aware that if you do connect both they will be totally separate accounts (ie. You will pay full price for each connection/modem). They may split the existing drop line to service both properties, as DOCSIS internet is a shared radio based service & all the cabinet contains is a far bigger splitter that combines all customers onto the same service line anyway.

I split off the basement around 2000. Virgin is showing 1Gb available for the basement but not for the main house above. How do I request a spotter visit ?

This is the CATV Grate outside my front window. You can see the basement window (can just make out the black cable running against the wall and then in through the basement window. The window above is on the ground floor and where I want another connection.
