IP locations can often be wrong after IP addresses are reallocated. Location trackers take a while to catch up. If you are on a VM connection in Swindon you will be connected to the CMTS at either Swindon or Bristol. It certainly won’t be Belfast.

I have gone to several IP location sites and all say Belfast and on different devices too. We used to be connected to Swindon or Bristol. I'm not in Swindon, I am in Hampshire.

In that case it is likely there has been a re-segmentation of VMs network in your area & everyone locally is now on a different CMTS & has been allocated new IP addresses. This happens periodically in order to increase capacity & resilience of the local network. As per other posts on this thread, IP tracking takes a while to catch up with any change of IP address location, so it will fix itself in a few weeks.
I have had this happen to me several times over the years following network upgrades. I’ve been in Central London, Yorkshire & Devon, without actually leaving Hertfordshire.

You are not "connected to Belfast" and it has nothing to do with your speed.

TL;DR. IP address is not an accurate indicator of location.
