Cannot get VM despite all houses around me having access.

I've just moved to a new address, having been with VM for 5 years, and despite being told in phone calls that they will install a line to the property, the open complaint continues to be given the solution of "property not serviceable, contract cancelled" no matter how much that is rejected.
On the phone, they'll say that a line will be installed, but with a 6-8 week lead time due to needing to liaison with the local council.
A prior third party contractor has marked out the route that needs to be taken for the cable - ~30m, public path, and joined with a T connector directly from the exchange. The house 2 down from us has Virgin, and the house that's 10ft in front of us also has Virgin.
Is there any way to convince Virgin to actually put a cable in so that I can continue to be a Virgin Media customer?
