Availability of Virgin Media to a specific address

I am provisionally going to move to Warrington, and on the street, the next-door neighbour can get Virgin Media services up to 2Gbps, but the house I am going to potentially move into doesn't have access. The street is right in the city centre, and I belive the house would have originally been part of the same building, so that is perhaps why it states I cannot get the services.

The interesting thing about this is that the landlord owns both of these properties. As I am not in the building I do not want to put the post code or any identifying details at this stage can someone perhaps reach out and I can explore the options.
