Activate replacement hub 3

sent a new Hub 3 to replace existing. when connected got a text stating unable to activate. click link which takes you to a chat bot and ultimately to whats app. absolutely no communication. then receive an email saying i haven't connected my new equipment and to send back!!! How is it best to get them to activate the new equipment.
