Phishing call or inept customer service call?

Had a weird call purportedly coming from Virgin/O2. Number was a 0203 5186556. Caller said that there had been problems reported with my type of SIM, that it needed to be changed, that they would DHL out a replacement and I would be getting a 20% discount with this new SIM. Call showed as coming from London, but caller was very hard to understand. I was very suspicious by now and so asked them what they thought the account holder's name was, got no response. Either a phishing call to get my bank details or a very inept VM/O2 way to try and persuade me to go onto a costlier tariff. Either way, I hung up.
