According to that page and the postcode you gave (dy1 1py) O2 are carrying out maintenance work in the area. The page does state that everything should have been back to normal by 8.30pm. Perhaps the works are taking longer than expected. You can click on the links on that page to receive updates by either text or email.
Have you tried rebooting your mobile, or turning wireless mode on and off again to resync with the O2 network?
