staff here cannot help - you can keep trying the phone but it usually takes you to the offshore numpties - give 30 days notice that can prompt a call from outbound retentions with an offer they hope you will take - its usually take it or leave it - they may say its on your account for later but history says it wont be
if you go the ringing route do your homework and put that to them - they might bite

You'll get a better offer if Openreach or an altnet can give you an FTTP connection, and you quote their offered price to Retentions. If there's no competition for a fast service you'll get little or no further discount.
But the more you ask, the higher the price will go because they know you really do want the VM connection.

When calling select options 1,4 and 4 which will put you through to retentions (thinking of leaving) They have better offers than the front line agents. Although you might speak to a first line agent to begin with tell them you are wanting to speak to cancellations and they should then pass you through to the actual retentions agent.
Also, have you tried signing into https://www.virginmedia.com/my-virgin-media/ and clicking on "Upgrade package"? This may show you online offers currently available to yourself, or a link to a chat box to discuss a new package/contract.
